Eastern Correctional Institution Overview
Eastern Correctional Institution is operated by the Maryland Department of Public Safety and Correctional Services at 30420 Revells Neck Road in Westover. DPSCS lists the main institution as medium security and identifies ECI-Annex as a minimum and pre-release facility. The facility is physically in Somerset County, but it is not managed by the Somerset County Sheriff's Office and it is not searched through the county BlueHorse jail roster.
ECI's population is sentenced state prison custody. A person arrested in Somerset County may begin in Somerset County Detention Center while awaiting bond, trial, or local sentencing. After conviction and commitment to the Maryland Division of Correction, that person may be housed at a state prison such as ECI. At that point, the proper lookup changes from county jail tools to the DPSCS Incarcerated Individual Locator.
The DPSCS facility page is the primary public source for ECI address, phone, visiting, mail, and vendor details.
The facility screenshot supports ECI-specific state prison procedures, including the weekend visit schedule and the ConnectNetwork service links.
Eastern Correctional Institution Capacity and Population
The 2025 PREA final audit identified Eastern Correctional Institution as a large sentenced-prison complex with a designed capacity of 3,499 and a current population and average daily population of 3,080. The same audit reported no over-capacity in the prior 12 months. It described the population as sentenced adult men, with an age range of 18 to 80 and custody levels that include pre-release, minimum, and medium. It also listed 9 housing units, 636 staff with inmate contact, 495 authorized contractors, and 145 volunteers.
DPSCS facility leadership information can change over time. The DPSCS page listed Commissioner Keith D. Dickens, Acting Warden Monika Brittingham, Assistant Warden John Milligan, Acting Assistant Warden-Programs & Services Matthew Mitchell, Acting Facility Administrator Amy Gragg, and Security Chief Victoria Matthews. The 2025 PREA audit identified Warden William Bailey, Major Don Gallagher as the primary contact and PREA manager, and health-services administrator Danielle Ballard. Those names reflect the dates of their sources and should not be treated as permanent staffing.

How to Look Up an Inmate at Eastern Correctional Institution
Use the Maryland DPSCS Incarcerated Individual Locator, not the Somerset County Detention Center roster. DPSCS says the locator covers people committed to the Commissioner of Correction and currently housed at Division of Correction facilities, Patuxent Institution, and some short-sentenced DPSCS people in Division of Pretrial and Detention Services facilities. It does not list everyone in DPSCS custody and does not list people no longer in custody because of release, escape, or other status changes.
- Open the DPSCS Incarcerated Individual Locator for Maryland state custody.
- Search by first name and last name as shown on the DPSCS search page.
- Review the result carefully to confirm the person is in Maryland state custody and, if shown, associated with Eastern Correctional Institution.
- If the person is not listed, check spelling, legal name, and whether the person may still be in county jail, federal custody, immigration custody, released, or otherwise excluded from the locator.
- For a Somerset County local arrest that has not led to state commitment, use the Somerset County Detention Center page and BlueHorse roster instead.
State prison records and county jail records answer different custody questions. A county roster can show local pretrial or local sentence custody at the Somerset County Detention Center. The DPSCS locator is the state route for people committed to Maryland corrections. Federal BOP and ICE systems should be used only for federal sentence or immigration custody questions, and no separate BOP or ICE facility was located in Somerset County official source checks.
For an earlier Somerset County arrest, check the county Detention Center page, the Somerset County Sheriff's Office Public Information Act request process, and the county government's Sheriff contact page before assuming the person has reached ECI. Those local routes are for county records and local custody questions, not for DPSCS prison housing decisions.
Eastern Correctional Institution Address and Contact
ECI contact questions should go to the state prison, not the Somerset County Sheriff's Office, unless the question is about an earlier local arrest or county record. The DPSCS facility page gives ECI's main phone numbers and fax. Calling the facility is also the required route for visit scheduling because ECI visits are scheduled by phone during the weekday scheduling window.

Visiting Someone at Eastern Correctional Institution
ECI visiting is weekend-based and must be scheduled by phone. DPSCS lists general visiting on Saturday and Sunday from 9:00 a.m. to 2:00 p.m., with visit slots at 9:00, 10:45, and 12:30. Scheduling occurs Monday through Wednesday from 10:00 a.m. to 2:00 p.m. by calling 410-845-4000 and following the visit prompts. Protective custody visits are Saturday and Sunday from 7:00 p.m. to 9:00 p.m., and visitors must process before 8:00 p.m.
| Visit Type | Day | Hours / Scheduling |
|---|---|---|
| General visits | Saturday and Sunday | 9:00 a.m.-2:00 p.m.; slots at 9:00, 10:45, and 12:30 |
| Visit scheduling | Monday-Wednesday | 10:00 a.m.-2:00 p.m.; call 410-845-4000 and follow visit prompts |
| Protective custody visits | Saturday and Sunday | 7:00 p.m.-9:00 p.m.; process before 8:00 p.m. |
The ECI dress code requires clothing from neck to kneecaps. It bars tank, tube, and halter tops; see-through clothing; short skirts, shorts, skorts, or culottes at or above the kneecap; spandex, leggings, and leotards; exposed midriff, side, or back; revealing necklines; and excessive splits. Visitors should confirm approval, schedule, identification, and dress rules before travel because prison visiting rules are stricter than ordinary public lobby access.
Mail, Phone, and Money at Eastern Correctional Institution
ECI mail must include the incarcerated individual's name and ID number, along with the sender's name and return address. DPSCS mail rules bar glued, taped, or attached items; aftermarket alterations; labels or stickers except postage; biohazard substances; scent, perfume, or lipstick; liquid stains; and content that incites violence, riots, racism, threats, illegal acts, or gang activity. These rules are state prison security rules and are separate from Somerset County Detention Center's PAYTEL digital-mail address in Greensboro, North Carolina.
| Service | Provider / Detail |
|---|---|
| Mail identification | Include incarcerated person's name and ID number, plus sender name and return address |
| Mail restrictions | No attached items, alterations, non-postage labels or stickers, scent, lipstick, liquid stains, biohazards, or security-threatening content |
| Phone accounts | ConnectNetwork/GTL/ViaPath AdvancePay prepaid telephone accounts |
| Debit accounts | ConnectNetwork/GTL/ViaPath PIN Debit accounts; fees may apply and terms show during deposit |
ConnectNetwork, GTL, and ViaPath names can appear together because GTL is now ViaPath and ConnectNetwork is the consumer-facing service used for account functions. Deposit or phone-account fees are not fixed in the research file, so the safest source is the vendor's current terms at the time the account is created. Do not use Access Corrections rules from the county jail for ECI, and do not use ECI ConnectNetwork rules for county jail inmates.
Classification and Intake at Eastern Correctional Institution
ECI does not perform the street-arrest booking role for Somerset County. State prison placement follows sentencing and commitment to the Maryland Division of Correction. When a person is still awaiting trial, waiting on bond, held without bond, or serving a local jail sentence, Somerset County Detention Center remains the appropriate local facility to check. When a person is committed to DPSCS, the state controls classification, housing, transfer, visitation approval, mail rules, and phone-account procedures.
The distinction is important because a Somerset County case may appear in more than one public system over time. The jail roster addresses current local custody. Maryland Judiciary Case Search may show court events after arrest. The DPSCS locator addresses covered state correctional custody after commitment. Maryland VINE can provide custody-status and criminal-case notification, and the state victim-services source cautions users not to rely only on VINE.
About Eastern Correctional Institution
DPSCS says Eastern Correctional Institution opened in 1987. In Somerset County's detention geography, it sits very near the county jail but operates at a much larger scale and under a different authority. The 2025 PREA audit reported 44 standards met, 1 exceeded, and 0 not met. It also reported no overcapacity in the prior 12 months. Older federal news from 2016 described racketeering and contraband charges tied to ECI; that is historical context only and not a current condition finding.
ECI-Annex is identified by DPSCS as minimum and pre-release, while ECI is listed as medium security. That structure means a single Somerset County prison complex can include different custody levels, but all of it remains state correctional custody. A person housed at ECI is not listed as a county jail inmate simply because the prison is located in Westover.
Note: Confirm custody through DPSCS and confirm visiting directly with ECI before travel, mail, deposits, or phone-account setup.
